PayPal system of re-embursing payments where the item did not arrive is being abused by the sellers who know that by replying to buyers emails without any real results until the 20 day period ends. This way they don't have to refund and PayPal then closes the claim without any replacement or refund being paid.
When I contacted them they said the matter is closed and that I should try to get my money back direct from the seller.
They are using their own system to go back on the promises.
There is no Physical address to contact them and all letters to head office are ignored.
Ebay will also not allow a person to list their item unless PayPal is an option for payment. This is also unfair as PayPal charges for funds to go into the account as well as listing and % fees by Ebay.
