Dodgy service

I sent my laptop voucher to viptel as per instruction according to my contract and Iam still waiting months later for this supposed laptop. Also I was late in paying my last bill which resulted in my phone being switched off. This account is now paid in full, yet I cannot ring out from my mobile phone
