Merchant complaint and refund policy

A Living Social Voucher purchased for 1 hour of pressure cleaning. After 2 calls leaving messages the merchant finally rang and made a time to come taking a days leave to have him come.
On the day of the appointment he failed to turn up. I left 2 voice messages with 2 different contact numbers and a text message with no response. Complained to living Social who "does not have a policy on merchant not attending appointments to redeem vouchers" but would contact back at registered number in 4-5 working days.
A few days after complaint lodged, the same merchant advertised again on living social so registered my complaint again via email requesting a refund and my concern at allowing this merchant to continue to use the site. They replied they would look into it and respond when they had made contacted with the merchant.
Two weeks later an email sent by Living Social saying merchant will contact me in 24hrs. I gave it 1 week and still no contact from merchant. Again requested a refund and then replied that I could contact the merchant on the same number listed on the voucher that I had already tried using 6 times previously or email him. Told them will not have this unreliable and dodgy merchant on my property and had wasted enough time on the whole thing. Never buy from this group again. They do not stand by their so called refund policy and have dodgy merchants that they continue to allow to use the site even after complaints of unsatisfactory service.
