Non delivery of items

I ordered 2 sets of earrings from cudo which were supposed to have been delivered by christmas.
there has been no reply to my complaints and queries... except for an updated note re; these earrings on their "contacts" page. the latest word is the supplier is having trouble meeting these orders.
i notice these exact earrings were also offered recently on another group buying site, what chance have those people of recieving their ordered and paid for goods?
i want my money refunded a.s.a.p... but my chances of this seem nil.
surely these sites come under some government control...
or is just open slather stealing on their part!...
