It is not connecting me to right place

I am using this site to try to find the whereabouts of the youngest brother who lives in London, U.K.
Though I have made payment, have entered the correct name, have entered the correct city which is London,
I am given hits from every where else in the world bar the city I am interested in. This is not what I had imagined
this site would be doing for me. I don't want U.S.A. my brother is /was living in England If you can't do this then
I would like my money refunded. Yours sincerely
