Throwing newspapers from cars as delivery method

I have rung the caboolture shire council many times to ask for their deliverers to stop throwing the papers from their car whilst they are driving down the street. I have nearly been hit from the paper and they are delivering at the same time as children are walking home from school. I have video footage of the throwing of the newspapers out of the car occuring and i also have a recording of the conversation i had with a woman named Rebecca from the newspaper. She told me they are allowed to throw the papers from their car. I see this as unlikely as it would fall under not only a safety factor but also littering on council or private property depending on where the paper lands. If you could help in any way to get this reaolved i would appreciate it greatly.
