Bad device (no return or refund)

I bought Navman S 45 GOS from Harvey Norman on 2nd of May. Some functions were not working when we used it 2 days after. We took it back to Harvey Norman and spoke to CSR. He suggested reinstalling software on the device. This did not work. We took it back and it was replaced. New device had the same issue. We took it back. CSR told us that it was replaced & they can not help further. We contacted Navman at least 6 times and we sent this device twice but the problem was not fixed. Last time when we sent this device to Sydney for repair, they sent us a used Navman C 60 model without any accessories. This model is about $ 100 cheaper then what we paid for according to internet prices in June-July period. I spoke to Navman service desk around 6 times on this matter and every time they log a call and I do not hear back any thing. I contact Department of Consumer Affairs without any positive outcome.
