Fraud - taking money and not providing the service

My Poupette was recommended to us by Pay Pal to authenticate a bag my daughter bought online. She sent the money through Amazon and was quoted a 2 day response. She filled in their form, sent detailed photos and has sent many follow up emails to see why she has had no response. They do not respond to any of the emails. We have now been waiting 4 weeks. Pay Pal want to close the claim because she can't produce the certificate My Poupette promised. Are these 3 companies in collusion? Seems to me that if My Poupette was a genuine company it would be honouring the claims on its website. If Amazon and Pay Pal are connected with this company then the public needs to know what their involvment is. Pay Pal when you ring them specifically recommended this company. We weren't given any options or other choices. I've check the web since this has happened and there are numerous complaints about My Poupette, going back for some years. Why is this company still taking money and not being prosecuted for fraud or theft? Pay Pal has all the detais and they are not asking this company to answer any questions either.
