Would not refund or exchange faulty watch

I purchased a watch online and when it arrived it did not work. Their website said they refund or exchange if the watch has a quality problem. I contact the seller and asked for an address to return the watch. They would not give me an address as they say it will not pass through customs. I could not get the address off the original parcel as the writing was in Chinese. They told me to buy another watch for 20% off. I told them I would not buy another watch when the watch they sold me was such poor quality in the first place. The watch cost me US$139 so it was not cheap. They are now refusing to reply to my emails.
