DVD's received broken!

What can consumers do about receiving defective items from ordering DVD's on line from Donkey DVD and TV Addicts, had their credit card debited and lack of response time received from companies when you email them on these issues? What are the rules for protecting consumers with ordering items online? how can money be credited back for items purchased and not usable due to defectiveness. I have been waiting for a new shipment of DVD's since December. I did advise the company that I would take this further if they did not get back to me and of course no response to date.

Your advice would be greatly appreciated.
