Seat Selection Fee not refunded

We purchased a seat selection on a qantus flight to Sydney. At the airport we were told that the seat we had paid for was not available. We were not given a similar seat. We applied to customer services at Qantus by e-mail as requested by them. The e-mail was acknowledged and further information was requested. We immediately supplied the additional information in October and nothing has been done. We telephoned Qantas and after a half hour wait, were told that they can see that nobody is doing anything about our request for a refund. The call center advised that they will allocate my file to a new agent. Since then nothing. I telephoned again today and hung up after waiting 28 minutes. The calls are routed through to Australia. They call center and their customer services are absolutely useless. They no longer respond to e-mails.
