New DVD which was scratched

I was visiting Echuca and purchased a new Dora DVD for $19.95 and went to the place I was staying and played it immediately. The DVD was scratched so I took it back within 30 minutes of purchase. The Assistant Manager (named Gemma) would not refund my money as she said she was unable to do refunds. She looked at the DVD and comfirmed that it was faulty/scratched and offered an exchange. I did not want an exchange - I asked only for my money back. She told me she did not have the authority to do refund (enen though her name badge said "Assistant Manager") so I asked to speak to the Manager who had left the store. She would not give me his number and would not call him herself so I could speak to him as I had asked. She told me to come back when he was in which was in two days time. I was leaving town the next day and that was not acceptable so I left a note for the Manager. I could not believe that an Assistant Manager could not issue a refund of $19.95.
