Fake devices sale

Tootoomart the Chineese equivalent to ebay, have offered and sold me a fake usb memory stick branded as Kingston 360GB. When you plug in to pc it shows that huge capacity but that's all. It does not store/retrieve anything and is absolutely unsuseable device. Kingston have informed me that they never produced yet such huge capacity devices. Tootoomart refuse to refund my money and Paypal refuse to stop this open fraud. Since I informed Paypal and they continue to allow their services to be used for an open fraud, they take part in a fraud.
Chineese authorities to which I turned to, remain silent like they do enjoy a fraud. There must be someone in the world who will stand against the fraud. I have warned Chineese authorities that if they do not sort it out, I will say what they support and Chineese name will suffer. People will be reluctant to buy Chineese goods.
Perhaps legal action should be taken against Paypal. Lately I found that another complaint was filed on this board against Tootoomart and Paypal.
