False Advertising

Just warning others about Epathchina shifty dealings. DON"T DEAL WITH THEM UNLESS YOU WANT TO BE RIPPED OFF!
I ordered (8 Nov) three security alarm panels from them with three additional keypads. The advertisement states:
"Comes with LED keypad. Controlling 8 zones via microcomputer, programming via keypad"
What I received was three 4 zone alarm panels with no key pads - just the 3 additional keypads I ordered.
I emailed them about it and they offered me a $15.00 refund (I paid $221.36). I threatened to take my complaint to Paypal, they came back with another offer of $30.00. I declined this offer because I wanted a refund of the three wrongly sent panels plus the shipping. They emailed me back saying that the panel did come with a keypad but not anymore.
A complaint was lodged with Paypal. Their offer through Paypal went up to $40.00 which I declined.
I'm still waiting on Paypal's decision.
