Charged 37% for cancel fees when there is none

When purchasing a single flight from Hong Kong to ** Chi Minh City, I specifically requested a 100% refundable ticket. I was quoted 460AUD as the cheapest for a single ticket with Vietnam Airline (economy flexible class fare Y). Last week, I had to cancel my flight and asked for a refund. I was told that I could only get 290,49AUD back but not 460AUD because of supplier cancellation fees.

So I contacted the company Vietnam Airline and was confirmed that my fare class Y (flexible economy) is entirely refundable at no cost!!! I am entitled to a whole refund of 460AUD but Flight center charged me 37% (ie. 169,51AUD) with no reason??

And I also found that Flight Centre quoted me 18% (ie. 70AUD) more for the flight ticket -exactly same flight and same class- than the real price sold by Vietnam Airline. That is totally discordant with their policy!!

I am so shocked. Can someone help me get back the whole refund that I am entitled or can't we do anything against these unfair practice?
